| Everyone is counting shells. The EU target is two million 155mm rounds a year, and industry and Brussels have jointly spent more than €1.5 billion on capacity for explosives, propellant, and shells since 2023 (Defense News, 7 April 2025). The number moves markets. It is also three layers downstream of the constraint. | |
| The constraint is cotton linters. These are the short fibres left on the cottonseed after the first cut of lint goes to textiles. Processed through acid delinting to a defined purity and fibre length, they become the cellulose feedstock for the nitrocellulose that goes into modern artillery propellant. The chemistry has not materially changed in a century, and wood-pulp substitutes have not yet cleared NATO qualification at scale. | |
| Rheinmetall CEO Armin Papperger told the Financial Times in April 2024 that Europe sources roughly 70 percent of its cotton linters from China. The International Trade Centre puts China at nearly half of all cotton linters pulp traded globally (reported by CropGPT, March 2025). In April 2022 the EU banned nitrocellulose exports to Russia; in June 2023 it added cotton linter pulp to the ban (Defense News, 7 April 2025). China simultaneously supplies both sides of the demand curve. | |

| The 1950 parallel is the Strategic and Critical Materials Stock Piling Act response. By 1950 the Munitions Board had identified 54 strategic material groups covering 75 commodities, with stockpile holdings valued at $1.6 billion. When Korea began that June, Congress appropriated roughly $2.9 billion over six months for emergency purchases, and shortages of copper, nickel, steel, aluminium, and tungsten slowed weapons production and forced stockpile withdrawals (Geopolitical Monitor, 2 April 2026). |
| The Defense Production Act of 1950 followed on 8 September of that year, giving Washington loan guarantees and purchase commitments for strategic mineral development (Britannica; Congress.gov CRS R43767). The stockpile eventually reached an assessed peak of $9.6 billion in 1989, then was liquidated to under $1.3 billion by the early 2020s (Geopolitical Monitor). |
| The structural point is that a strategic stockpile is what a country builds when the input to a weapon system sits upstream of the country’s own industry, and cannot be relocated on any relevant timeline. In 1950 it was tungsten and nickel. In 2026 it is a cotton byproduct. |

| On 23 July 2026 Rheinmetall broke ground on a €350 million expansion of its propellant powder plant at Aschau am Inn in Bavaria, a site that has produced propellant powder since the 1930s. Current annual output of 1,700 tonnes of powder is slated to rise to 2,500 tonnes within two years and to a targeted 4,200 tonnes at full capacity, with propellant charge modules going from 300,000 to over one million units per year (ad-hoc-news, reporting 22–23 July 2026). | |||
| At the same ceremony Papperger told CNBC that shortages of nitrocellulose are no longer a problem for the company. “At the moment, we have reserves for the next four years,” he said (CNBC, 23 July 2026). The reserves were built by acquiring the century-old Hagedorn-NC nitrocellulose plant in Lingen an der Ems in April 2025, securing alternative supply from Turkey and the United States, and buying inventory. | |||
